Ministry of Islamic Affairs settles the debate over the transfers of Imams and religious guides in the Kingdom

Official clarifications on the management of human resources in mosques

In the context of growing public debates regarding the management of religious affairs, the Minister of Habous and Islamic Affairs, Ahmed Toufiq, provided important clarifications concerning the issue of transfers for Imams and religious guides (mourchidines). The minister emphasized that this process is governed by a precise legal and administrative system aimed at balancing the right to transfer with the operational needs of mosques across different regions of the Kingdom.

Criteria and guidelines for transfers

According to the newspaper “Al Akhbar,” Toufiq explained that the ministry had previously issued a detailed organizational note defining the conditions and procedures for benefiting from collective transfers. He pointed out that a transfer is not merely an individual desire, but an administrative process subject to strict organizational procedures intended to regulate the distribution of religious personnel and address shortages in territorial communities.

In response to criticisms regarding the inability of some Imams to choose their target regions, the minister asserted that the system relies on specific criteria that take into account the unique characteristics and actual religious needs of each region, as well as the central role played by scientific councils in providing mandatory opinions to ensure the required balance.

Challenges in managing religious affairs

In addition to human resources, the minister addressed the challenges related to mosque management, particularly regarding construction, maintenance, and rehabilitation programs. Toufiq affirmed that the ministry continues to manage these files in accordance with available resources and legal procedures, refuting concerns raised about the transparency of job vacancy announcements and competitions for religious officials.

Official data confirms that the management of the religious field remains a complex dossier that requires coordination between territorial needs, administrative rules, and the aspirations of religious officials. The minister’s response reflects a strategy aimed at maintaining stability in the management of religious spaces while ensuring a fair and effective distribution of religious personnel.
