Criminal network specialized in subsidized flour fraud dismantled in Fez

Well-informed sources reported that the King’s Prosecutor at the Court of First Instance in Fez has initiated serious judicial proceedings against two individuals suspected of involvement in a criminal network specialized in manipulating subsidized flour intended for vulnerable groups. This follows an investigation led by the Second Economic and Financial Brigade of the Judicial Police.

Charges against the main suspect

According to available information, the public prosecutor has charged the primary suspect, “M.H.,” with several grave offenses, including forgery of commercial and private documents, and complicity in submitting false declarations regarding the purchase, processing, and sale of grain in order to illegally obtain subsidies related to soft wheat flour.

The charges also include the possession, manufacture, and distribution of spoiled food products, as well as the addition of unauthorized chemicals. These actions violate the Penal Code, Law No. 94-12 regarding the National Office for Cereals and Legumes (ONICL), and statutes concerning commercial fraud.

Charges against the second suspect and corruption allegations

The second suspect, “A.A.,” is being prosecuted for the intentional creation of false certificates, forgery, bribery, and providing false declarations to illicitly obtain flour subsidies.

The arrests were made following the suspects’ confessions and the presence of strong evidence. During the judicial investigation, they stated that they were acting under the direct orders of their employers.

Potential expansion of the investigation

Field investigations conducted by security services have uncovered serious facts, leading to the identification of other potential suspects, including mill owners, public officials, and local authorities. They are expected to be referred to the public prosecutor for appropriate legal action.
