Where has the “Tebboune Union” to isolate Morocco disappeared? An assessment of a stillborn regional initiative

Years have passed since the alternative Maghreb bloc was announced by Algerian President Abdelmadjid Tebboune in 2024, through which he attempted to create a regional framework aimed primarily at undermining the Arab Maghreb Union and marginalizing the Kingdom of Morocco, while promoting agendas that affect the foundations of regional national security. Today, observers of political affairs pose a logical question: Where is this union today? And where are the promising achievements that flooded the official channels with noise during its inception?

A stillborn project with no achievements

When the tripartite initiative was announced in 2024, official media in Algeria portrayed it as a “historical transformation” and a “restructuring of Maghreb action.” However, reality quickly proved that it was nothing more than a temporary tactical bloc governed by narrow political obsessions rather than the economic and developmental interests of the region’s peoples. The Tebboune Maghreb Union failed to achieve any tangible steps on the ground, whether in economic integration, trade exchange, or even formulating a common security vision.

Instead, it became clear that the main goal was to attempt to diplomatically besiege Morocco and integrate parties and militias lacking the attributes of statehood and sovereignty into regional calculations, which was met with rejection and caution even by some neighboring countries that preferred to distance themselves from maneuvers targeting the integrity of Morocco.

Moroccan diplomatic superiority expands while opposing initiatives erode

On the other hand, the past years have demonstrated the strength of the Moroccan position, as Rabat continued to consolidate its position as an unavoidable regional and international actor. While the aforementioned bloc was accumulating failure and ceremonial meetings that did not go beyond rhetorical statements, the Kingdom of Morocco was taking firm strategic steps through the Royal Atlantic Initiative, expanding international recognition of the Moroccan Sahara, and strengthening major economic partnerships with global powers.

This stark contrast between Rabat’s realistic diplomatic discourse and the ill-conceived maneuvers of the Algerian regime made the 2024 initiative a mere media plan that quickly exhausted its political goals without leaving any developmental or political impact worth mentioning.

Where are the promised results after years of waiting?

The current assessment clearly points to total stagnation and a miserable failure for the bloc that tried to exclude Rabat. The meetings did not lead to the launch of infrastructure projects, nor to the facilitation of the movement of people and goods, nor even to unified political positions that influence the African or international arena. Verbal promises have evaporated, and the region remains mired in the cost of “non-Maghreb building,” for which those who tried to divide the region and establish alternative cartoon entities bear responsibility.

In conclusion, the path that Tebboune’s initiative has taken confirms that policies based on reactions and hostility towards neighbors cannot build solid regional blocs. Successful projects are built on economic integration and political realism, not on attempts to besiege the key actors in the region.
