Rising tensions in Ceuta: Calls for detention centers and a change in Madrid’s strategy
Amidst the ongoing fallout from the influx of migrants into Ceuta, Juan Jesús Vivas, head of the local government, has taken a firm stance toward the central government in Madrid, demanding decisive measures to control a situation he describes as “unacceptable.” Vivas, a member of the conservative People’s Party, is pushing for the creation of dedicated detention centers for migrants to restrict their movement and ensure they remain under surveillance until legal deportation procedures are completed.
Exceptional migration wave and growing political pressure
These demands come against the backdrop of an unprecedented wave of migration. Spanish authorities recorded the arrival of nearly 72,000 people, most of whom left the city quickly, while between 8,000 and 11,000 migrants remain within the enclave. This situation has driven Vivas to call for a “state plan” aimed at restoring stability, arguing that current measures are no longer sufficient to contain the security and social challenges posed by these large numbers.
Protests in Ceuta and Madrid’s security-focused approach
The crisis has moved from political corridors to the streets, with thousands of residents demonstrating to express their concern over the status quo. In contrast, the Madrid government does not necessarily embrace Vivas’s hardline proposals; Ángel Víctor Torres, Minister of Territorial Policy, has emphasized other paths, such as “family reunification” for minors and a focus on humanitarian and institutional solutions.
Intensified security reinforcements in the city
In a parallel move, Madrid announced it is increasing its security readiness in Ceuta by 40 percent, boosting the number of Civil Guard officers by 30 percent, and intensifying the presence of military and police units. These reinforcements come as Spanish officials attempt to balance border security with local pressures demanding extraordinary measures to address the demographic and social challenges imposed by the recent migration crisis.
