Er-Raghib Hormatallah, President of the Dakhla Commune, delivered a significant address during the UN Fourth Committee meeting in New York, highlighting the relentless efforts of the Kingdom of Morocco to develop its southern provinces. He explained that legitimate representation of the population is central to the implementation of socio-economic projects that have directly improved living standards and human dignity in the region.
The Municipal Council President presented the successful development model of Dakhla, the second-largest city in the Moroccan Sahara, describing it as a promising economic hub and an Atlantic gateway open to the world, based on a strategic vision of openness, investment promotion, and optimal use of human resources.
Positive indicators and record figures reflect regional attractiveness
Er-Raghib Hormatallah confirmed that Dakhla has become a true hub for tourists and investors. He noted the strengthened international connectivity through direct flights to Paris and Madrid. Economic data revealed a 32% increase in tourist arrivals and the creation of 2,605 businesses in 2025, with 247 new businesses added in January and February 2026 alone.
Strategic projects and sustainable agriculture
The President mentioned the launch of 219 new agricultural projects covering over 5,000 hectares, utilizing wind-powered seawater desalination. He also underscored the strategic importance of the Dakhla Atlantic Port, a key engine for trade and logistics, with construction now over 60% complete, backed by a $1.36 billion investment.

The official concluded with a clear message: Sahrawis refuse to live on the margins of the world or mortgage their future to an artificial conflict created by regional parties that fail to understand democratic and development values.
