An Analysis of the Circulating List Regarding the Formation of the Mansouri Government and Ministerial Portfolios

Political circles in Morocco continue to follow the ongoing debate regarding data related to the circulating list for the formation of the Mansouri government, led by Ms. Fatima-Zahra Mansouri of the Authenticity and Modernity Party (PAM). According to information currently in circulation, this hypothetical composition is distinguished by four sovereign ministries and twenty-seven ministerial portfolios, distributed among six political parties that form a parliamentary majority of 253 seats.
Structure of Sovereign Ministries and Key Names
Data from the circulating list points to the retention of prominent figures at the helm of sovereign and religious sectors; notably Abdelouafi Laftit at the Ministry of Interior, Nasser Bourita at the Ministry of Foreign Affairs, Ahmed Toufiq at the Ministry of Awqaf and Islamic Affairs, alongside the appointment of Abdellatif Loudiyi as Minister Delegate to the Administration of National Defense.
Allocation for PAM and Other Majority Parties
Regarding the distribution of other portfolios, the PAM is allocated seven ministerial posts in the circulating list, including Abdellatif Ouahbi at the Ministry of Justice and Liberties and Fouzi Lekjaa at the Ministry of Economy and Finance, in addition to other sectors overseen by Anas Ansari, Hicham El M’hajri, Samir Belfqih, and Leila Benali. Meanwhile, the Istiqlal Party holds five ministerial portfolios, headed by Nizar Baraka as Secretary-General of the Government, alongside Mounir Chintir, Allal Amraoui, Abdeljabbar Rachid, and Abdessamad Qaiouh. Similarly, the Socialist Union of Popular Forces (USFP) holds five ministerial portfolios distributed among Fadwa Rajouani, Mehdi Mezouari, Mustapha Ajab, Nouzha Cherkaoui, and Khaoula Lachgar.
Distribution of Remaining Portfolios for MP, PPS, and UC
At the level of the remaining majority components, the circulating list includes three ministerial portfolios for the Popular Movement (MP), assigned to Rim Chabat, Hicham Rahil, and Nabil Dakhch. The Progress and Socialism Party (PPS) was granted two ministerial portfolios for Rachid Hamouni and Meriem Ouhssata, while the Constitutional Union (UC) was assigned one portfolio for Minister Delegate Safia Lebbar.
