Towards Clean Energy Sovereignty: Morocco Plans to Expand Solar Plants in 12 Regions

Strengthening Leadership in Clean Energy Through Precise Site Evaluations

As part of its ongoing efforts to develop the renewable energy system, the Moroccan Agency for Sustainable Energy « Masen » has launched a new tender aimed at conducting technical studies and a precise assessment of solar resources in 12 locations across the Kingdom. This initiative aims to identify the most technically and economically suitable areas for hosting future solar power generation projects, in line with Morocco’s strategy to accelerate the pace of clean electricity project development.

Promising Indicators in the Renewable Energy Sector

Data from the National Office of Electricity and Potable Water (ONEE) indicates tangible growth in the contribution of clean energy to the national electricity mix. By 2025, the installed electrical capacity in Morocco reached approximately 12,314 megawatts, with renewable energies accounting for 46.1%. These field measures are designed to strengthen this trajectory, particularly with the Kingdom’s focus on expanding its energy transmission infrastructure and developing the necessary storage solutions to ensure grid stability.

Massive Investments to Achieve 2030 Goals

The Kingdom is supporting its directions with an ambitious investment plan spanning between 2026 and 2030, allocating approximately 104 billion dirhams (about 9.8 billion euros). This plan is based on three main pillars:

  • Adding about 11.6 gigawatts of new renewable production capacity.
  • Developing an additional 2.6 gigawatts of storage capacity to enhance grid flexibility.
  • Working to raise the share of renewable energies to exceed 52% of the total installed electrical capacity by 2030.

Future Perspectives: Exceeding Set Targets

ONEE’s planning documents show a promising likelihood of exceeding the 52% mark of installed capacity starting from 2028. This optimism is attributed to the accelerated pace of solar and wind project implementation, in parallel with the expansion of storage capacities and the development of national electricity grids. It is expected that the results of the current measurement campaign will provide an updated database that will serve as a compass to guide investments towards the most efficient sites, thereby ensuring the sustainability of the Kingdom’s energy transition and meeting the growing future demand for energy.
