Government Directions to Strengthen Social Protection in the 2027 Budget

As part of the 2027 Finance Bill, Morocco is moving forward to consolidate the pillars of the “Social State” through a package of measures aimed at enhancing the sustainability of social protection projects, with a focus on financial balance and the autonomy of beneficiaries.

Reducing Medication Costs: Alleviating the Financial Burden on Families and Insured Persons

The government has unveiled details of Decree No. 2.25.631, which determines the conditions and methods for pricing locally manufactured or imported medicines. According to the announced data, this measure aims to improve citizens’ access to treatment, with an expected reduction in the financial burden borne by members of social protection systems by approximately 866 million dirhams annually. This decision is also expected to contribute to reducing expenditures on the mandatory health insurance system by about 2 billion dirhams per year.

Stimulating Professional Inclusion for Social Support Beneficiaries

Within the framework of linking social support to the labor market, Draft Law No. 041.26, supplementing Law No. 58.23, proposes measures to encourage direct support beneficiaries to enter the structured labor market. These mechanisms include a one-time exceptional grant paid to families who lose eligibility for support due to one of their breadwinners joining social security, while guaranteeing the right to return to the support system in the event of involuntary job loss.

The government intends to enhance the roles of the National Agency for Social Support by introducing rewards for job seeking and special childcare grants, while establishing precise evaluation mechanisms to ensure the effectiveness of these measures.

Modernizing the Healthcare System: Major Projects Towards 2027

Regarding the health sector, the government has committed to accelerating the reform of the national health system, with the 2027 budget including ambitious plans such as:

  • Operationalizing University Hospital Centers in Rabat and Laâyoune before the end of the current year.
  • Completing construction works for university centers in Beni Mellal, Guelmim, and Errachidia, and scheduling a new center in Casablanca.
  • Rehabilitating 90 hospitals at the national level to ensure the quality of health services.
  • Accelerating digital health by generalizing the Hospital Information System (SIH) in parallel with the establishment of a national agency for the digitization of the health system.

The government is also setting its sights on increasing human resource capacity, aiming to reach a rate of 45 health professionals per 10,000 inhabitants by 2030, in order to strengthen health supply and meet the needs of citizens in various regions of the Kingdom.
