Lekjaa Unveils PAM’s 350 Billion Dirham Electoral Program Financing Strategy

PAM’s Financial Strategy for the Next Five Years
In a public meeting in Agadir, Fouzi Lekjaa, member of the Authenticity and Modernity Party (PAM) political bureau and Minister Delegate in charge of the Budget, presented the broad outlines of the economic and social program with which the party is entering the September 23 elections. Lekjaa emphasized that the party’s vision extends from Morocco’s reality in 2026 to the 2031 horizon, with a total cost of 350 billion dirhams over five years.
Ambitious Financing Without Tax Burdens
The government official stressed that the program relies on an estimated annual expenditure of 70 billion dirhams, with a strict commitment to securing funding sources without resorting to increasing taxes on citizens. He explained that the preparation of this vision was based on a realistic reading of economic and social data, noting that any development initiative must be built on an accurate diagnosis of reality, far from optimistic readings unsupported by figures.
Improving Income and Purchasing Power
In his presentation, Lekjaa touched on vital social axes, most notably the proposal to raise the minimum pension to 3000 dirhams per month, along with a comprehensive review of income tax to boost employee earnings, with data projecting potential increases ranging from 1500 to 4000 dirhams depending on professional status and income. He also emphasized the need to grant widows a full pension to ensure family stability, while working to organize distribution channels to reduce the role of intermediaries and control the prices of basic goods.
Youth and Balanced Development
Regarding youth, Lekjaa indicated that the program proposes solutions to integrate them into the production cycle and create added value. He also confirmed the party’s commitment to engaging in Royal projects aimed at reducing territorial disparities and ensuring that all citizens in all regions of the Kingdom benefit from a comparable level of basic services, whether in health or education.
“Maâqoul” (Reasonableness) as a Political Contract Philosophy
Lekjaa concluded by emphasizing that the philosophy of the program is summarized in the word “Maâqoul” (reasonableness/seriousness), explaining that the party seeks to present clear contractual commitments to voters that are measurable and accountable. The PAM leader called on those present to intensify efforts to communicate the contents of this program to citizens, urging a massive vote for the party’s candidates.
