Political Migration in the Oriental Region: Houar Leaves the RNI

Organizational shake-up ahead of the September 23 elections in the Oriental Region
In a move with deep political significance, Member of Parliament Mohamed Houar has officially announced his resignation from the National Rally of Independents (RNI), including his membership in the national council and all affiliated bodies. This resignation, documented in an official communication dated September 2, 2026, places the leadership of the “Dove” party before major challenges as the legislative elections scheduled for September 23 approach.
A “Political Migration” Reshuffling Alliances
This resignation cannot be seen in isolation from the shifts occurring in the Oujda-Angad constituency, where Houar remains an influential figure with a strong electoral base. What is striking is Houar’s “political turn”; after previously being one of the prominent figures recruited by the RNI from the Authenticity and Modernity Party (PAM) before the 2021 elections, he now returns to the PAM, in a scene that reflects the intertwined interests and electoral alliances in the region.
Internal Fractures and Pre-Election Pressures
This step was preceded by clear signs of tension within the RNI in the Oriental region. Observers noted Houar’s absence from several organizational meetings, as well as his prior announcement to vacate his position as provincial coordinator. This resignation is part of a series of departures the party has recently witnessed, such as that of MP M’hamadi Touhtouh, placing the party to a true test of its ability to maintain electoral cohesion.
Electoral Stakes in Oujda-Angad
This resignation is of double importance given the nature of the competition in the Oujda-Angad constituency, considered one of the most sensitive districts on the upcoming election map. Houar’s move to the “PAM” is not just a change of party affiliation, but a reshuffling of the positions that will determine the results of the ballot. While the RNI leadership seeks to contain the crisis, it finds itself facing a new reality that forces it to re-evaluate its strategies in a region long considered one of its strongholds, opening the door wide to speculation on the impact of this “hemorrhage” on the seats the party aims to secure.
